He does not believe Biden can win. He believes that Biden's physical and cognitive circumstances will not improve with rest, a different day, more stimulants to improve focus.
My parents are older than Biden. They're both sharp as tacks. Biden clearly isn't so blessed. I suspect the two aneurysms in the 80s play some part in this. The second one almost killed him. He made an excellent recovery, but that old brain insult might have a role in why he's not a Maxine Waters or a Nancy Pelosi or a Bernie Sanders.
