Any item of international law that is the result of a bilateral or multilateral treaty between the US and foreign states is the supreme law of the land. Here is the so-named SUpremacy Clause in the US Constitution:

Biden issued sanctions against only seven settlers. He announced it publicly but quietly reversed most of those sanctions only a few weeks later because Netanyahu and other Israeli officials threw one of their tantrums.
