The greatest beneficiaries of the falling use of US dollars in trades so far seems to actually be it's allies (notably Canada and Australia) whilst BRICS has the stated aim of creating a global trade currency (ie: not US dollars or renmimbi, rubles). Sure, the renmimbi is growing too but my point is that this isn't an 'east vs west' thing, this is more a 'US dollar vs everyone else's currency' thing.

To your query; As a potential #8 I might leave your #10 as about BRICS (although thats not strictly derived from Biden's lies) and make #8 just about the UNGA and UNSC matters. The chasm between these two organs of the same org is singularly driven by one nation, and by extension, one administration (about to be two). The litany of statements that have been made there (albeit indirectly) by Biden and his admin is... well.... please choose to complete this sentence with your own personalised suite of four letter expletives. The UNSC was structured on a snapshot of world dynamics post WW2 - a snapshot that is markedly different now almost 80 years later, and certainly by the second half of this century will need to be fundamentally replaced or will be the cause of many conflicts around the world - it's global dissonance made manifest (I'll defer to your expertise if I'm using those words correctly).
A few other potential points I can think of aren't directly associated with Biden's lies and his administration - more in line with your general commentary about about the "City on the Hill inspiring the rest of the World". I think it's fair to say that, even when that was a viable perspective, it was never considered a palatable perspective by the rest of the world even by the closest of allies. A wise nation would have realised this and acted accordingly. Of course, by this definition, hisotorically we've yet to have a wise nation.... ever.
Sorry I don't have more points. This list certainly warrants more but to be honest Biden hasn't been directly caught in that many lies about it (the scale of them though is jaw dropping), largely because he hasn't talked to the media almost at all throughout his presidency. It's all expressed through surrogates, which in many ways makes this all the more frustrating.
